    GUYS HERE IT IS THESE ARE THE RULES FOR 2010 READ AND UNDERSTAND THEM NASCOM ADMIN WILL BE ENFORCING THEM FROM HERE ON OUT. ANY RULE CHANGES WILL BE POSTED IN THIS THREAD AND COVERED AT NEXT DRIVERS MEETING. I HAVE HIGHLIGHTED SOME SPECIFIC ISSUES WE HAVE HAD ON TRACK AND HAD QUESTIONS ABOUT BEFORE. MAKE SURE THAT YOU READ THESE GENERAL RULES AND UNDERSTAND THEM. THERE WILL BE NO MORE GETTING BY.

    Intro/Overview:
    Welcome to the National Association of Stock Car Online Racing (NASCOM)! We are glad you have chosen one of the cleanest and most well run league sanctioning bodies on the internet. Our years of experience in running an online racing league will provide you with the most intense racing you will ever experience. You will also meet many new friends. NASCOM has a little something for everybody and if you are good enough you could win numerous championships along the way. The opportunities here are tremendous so if you feel ready, put on your fire suit and grab your helmet. You're in for a great time. This is the place where simulation becomes reality!

    Participation requires a copy of "NASCAR Racing 2003" Season by Sierra/Papyrus. Also required is the latest the patch for the game. All patches can be downloaded from the Official NASCOM website in the "Downloads" section at (http://www.nascomonline.com). Participants are recommended to use a legally obtained copy of all software. Any participant using an illegal copy of software are allowed to participate but are not endorsed by NASCOM. Any participant convicted of copyright violations are then held accountable for any copyright penalties by the owning company.

    NOTE: If this is your first year running in NASCOM, you MUST paint a yellow stripe on the bumper of your car. This helps the Administrators to signify the rookies for easier tracking for the Rookie of the Year award. Once you have run in NASCOM for one full season you may remove this stripe from your vehicle. Participants are required to maintain their own equipment, software and Internet connection at their own expense. This includes maintaining a current copy of "NASCAR Racing 2003 Season" and patches only as determined by NASCOM. Steering wheel and operational pedals are required. Drivers that show the competence to operate without the above may be grandfathered in at admin discretion. Any participant with equipment or software that disrupts or otherwise interferes with active races and/or the server will be suspended until the participant resolves the problem.

    Outlined below are the standard operating procedures for racing at NASCOMonline. All drivers and Race Officials are responsible to read and understand all the applicable rules within. League rules inherit to this document are not to be altered and/or changed prior to the Administrations approval. Any driver that has a questions or league recommendations may contact one of the administrators listed below.

    2010 Membership Procedures
    In 2010, NASCOMonline continues to provide quality and quantity based simulated racing experiences for all drivers to enjoy. The administration evaluates all new drivers and we understand that YOU too need the opportunity to evaluate us. In 2010, NASCOMonline will continue to offer free racing throughout the entire week encompassing different MODS.

    The number 3 is retired specifically by NASCOM.

    Any 3 digit numbers are reserved for NASCOM / KARS Adnimistration unless authorized by series admin. Other than that there are more than enough 2 digit and single digit numbers to go around. When all 1-2 digit numbers are exhausted the the 100 series will be opened up for competition. Again please no 3 digit numbers without admin approval first.

    If a driver will be taking an extended absence, and admins are informed of this. A number can be held by a team as a holder for those drivers.
    Reasons include:
    Moving
    Military Deployments
    Family Emergency etc etc
    ADMIN APPROVAL IS REQUIRED

    Car and Pit crew paint jobs:
    You must have your car uploaded to RPM and be in that same car in order to race in the event. Any driver in a generic car will be ejected from the server they are in. Car files are required to be uploaded at least 1 hour prior to the event. Your car must look professional. Keep them PG-13 rated. The car number will be present on the sides and roof. No offensive material or nudity is allowed on the car or the crew. League/Series Sponsors will be placed on cars. Some series may require you to carry a specific contingency packet on your car. Please refer to series admins for series specific sponsor packets.

    The following outlines applicants' procedures for membership:
    1. You MUST Read, understand, and abide by the 2010 NASCOMonline rulebook.
    2. Read and understand the membership procedures.

    2010 Membership Cost
    1. NASCOMonline membership cost for 2010 is still FREE although optional donations are accepted through PAYPAL on the main homepage.
    a. All donations of $10.00 or more will be eligible to name a race for every $10 donated. Please contact one of the NASCOM admins for this option.

    SECTION I- PRE-RACE PROTOCOL AND PROCEDURES
    Teamspeak:
    All drivers are required to utilize the TeamSpeak communication program to participate in all events here at NASCOMonline. We recommend all drivers have a hotkey to communicate directly with teammates. In the event of a racing incident no chat will be allowed so that drivers can hear spotters and admin. The administration needs time to review and analyze the incident in detail in multiple racing replay angles. The administration will inform the channel when chat is open after incident review.
    At no time will a driver flame, cuss, or demonstrate actions that are detrimental to stock car racing code of behavior! Drivers that make unprofessional like comments on race chat or on Teamspeak WILL RECEIEVE ONE WARNING(The Whole Season) from the Race Officials. If the driver continues to make comments The Driver/Admin Will Be Ejected from Teamspeak and the race server.

    Chat Rules:
    The only chat that is allowed is entering the pits under Green Flag Conditions. Make it simple and easy. Example: (entering pits) for auto chat. There will be no exiting pit chat under caution. No entering or exiting pit stall chat will be allowed.
    You may post a pass high or pass low chat and EOLL chat also.
    No general chat allowed under green flag and only race related chat will be allowed under yellow. No chat is allowed during qualify session.

    Player Information:
    Drivers will use their real name and place their full name in the last name field within the game. Leave the first name field blank.

    Timeliness:
    Drivers are required to be in the teamspeak server for the scheduled drivers meeting. Drivers will not be eligible to qualify if they arrive in the middle of or after drivers meeting.

    Server Connection Issues: If by chance the NRT race server drops more than 50% of the drivers, one of two courses of action will occur:
    1. If 50% +1 of the field gets dropped before the half way point and cannot reconnect the race will be called a rain-out due to technical and/or equipment failure. This event would be rescheduled at a later date based on schedule availability.
    2. If 50% +1 of the field gets dropped after the half way point and cannot reconnect, the race is considered official based on export availability. In the event of this action All drivers will be asked to submit via email to NASCOM85@aol.com which position they were running in at the time of the failed connection. When you do make sure to supply drivers name, car number, and running position.

    Black Flags (BF) & Administrative Penalties:
    If the game issues you a black flag it is yours to serve
    ; unless, an uncontrollable circumstance on the track that requires the administrators to lift the BF.
    If the admin issue you a BF you are required to serve said BF under green flag conditions.
    All racing administrator decisions are final and are not subject to debate or discussion during the event. We realize that the racing Administrators will not always be 100% correct in their rulings, but they will strive to do the best job possible and to ensure their rulings are consistent and that the league has clean racing. For this reason a driver or owner may appeal any call by the admin after the event is completed. All appeals must be posted in the forums under the corresponding series. It is understandable that there simply can not be a rule for every situation that may occur during a race. As such, race administrators have the right to improvise and hand out penalties for any action not listed here.

    Qualifying:
    During qualifying we expect NO VERBAL and/or TYPED CHAT. This includes all forms of CHAT and/or TEXT until the qualifying clock reaches 0:00.

    Provisional Starting Spots:
    1) Each driver will receive The following starting with the 2010 calendar year:
    a.) Each approved driver will start the season with 2 provisional driver cards.
    b.) Provisional will count as first position behind last place finisher of race ( NO RPM MONEY will be awarded for provisionals)
    2) Provisionals must be requested in forums or by contacting any NASCOM admin 24 hours prior to the race, and no later than 24 hours after the completion of requested event.

    Pre-Race Meeting RULES and Protocol:
    Immediately before official practice we conduct a formal drivers meeting, at which time server will be returned to setup screen. This meeting highlights rules and track specific conditions identified by the Race Officials. At this time the TS channel may be moderated and no Verbal and/or Non-Verbal types of communications is authorized. After admin discuss race procedures, TS channel will be opened for questions. Drivers WILL NOT be allowed on the track until after drivers meeting. Any driver that does not follow these instructions will be given ONE WARNING, then Ejected from the Event for failure to follow instructions. All entrants are required to attend the drivers meeting on the day of their scheduled event.
    § NASCOM Myogenesis GNS Series: 8:00 PM EST Monday
    § NASCOM Stanley Simulation Graphix Cup Series: 8:PM EST Wednesday
    § NASCOM Fight Dirty Truck Series: 8:PM EST Thursday

    Lap one and Race Restart Procedures:
    Once the leader completes the first lap under green conditions we will not restart the race for any reason. If a driver losses connection on pit road or has calibration issues prior to the GREEN FLAG we will restart to allow the driver to field the car. However, if a driver misses the start of the race we will not restart.
    NO RESTARTS allowed for RLMtv broadcast races.

    SECTION II- DRIVER CONDUCT
    There is a reason you are here…because you have proven to be of a quality caliber. With that said, we expect all drivers here at NASCOMonline to race clean, race smart, constantly be aware of their surroundings, and remember for every action there is an opposite and equal reaction. ALL DRIVERS are expected to conduct themselves in a professional manner on and off the NASCOM sanctioned tracks. This includes when representing NASCOMonline in other leagues servers.(If word from another League admin reaches NASCOM admin of driver miscoduct said driver will be subject to suspension and forfeiture of all points in NASCOMonline) It is ultimately the driver's responsibility to ensure quality racing is that of a professional simulation racing organization. Anyone caught cheating in any form, including using another drivers login and password without prior permission will be permanently BANNED from participating in any events at NASCOMonline. This includes ALL parties involved!!!

    Drivers Rankings
    League Administrators reserve the right to move drivers into the appropriate series.

    SECTION III- TRACK RULES
    Practice Time:
    The server opens approximately 60 minutes prior to scheduled practice time for Open Practice. This practice session is designed for practice. Please follow the same racing etiquette in the practice session that you would perform during race conditions. i.e. Enter and exit pit road in a safe manner, and communication limited to racing specifics. After Drivers Meeting (as stated above) Official Practice will be scheduled for approx 30 minutes.
    Start and Restarts:
    On Start of the race, the drop of the green flag dictates when leaders may accelerate. On restarts, flagger controls the restart. The leader of the pace MUST maintain pace speed once the pace vehicle dives to pit road. The pace leader must accelerate once the green flag is thrown. ANY penalty given to him by the game (BF, caution coming back out) his considered his own fault and must be served.
    THERE WILL BE NO BRAKE CHECKING! Brake checking if caught during the race will cost the driver 1 lap. If a complaint is lodged and found during review to be a brake check incident, driver will be moved to end of which ever lap he finished the race on.
    BRAKE CHECKING is defined as following: The stomping on brakes under caution to force drivers behind them to bottle up and disrupt the field behind them.

    Pace Laps:
    During pace laps vehicles are required to maintain .3 -.5 variance between vehicles at all times. Drivers WILL NOT lag back in the field; this creates confusion on vehicle placement when approaching the green flag. Race Officials will closely monitor this practice and depending on the circumstance involved may instruct the violator to secure the EOLL.
    There Will Be No Weaving back and forth under yellow, to warm up your tires.You will get 1 warning then a if you continue to do it you will recieve a black flag.[/b]

    Pace Lap Conduct:
    Drivers will not touch vehicles under caution by bumping, hitting, or rubbing. First incident is a WARNING and the second incident is an EOLL penalty.

    Blocking/ Erratic Driving Style:
    Blocking is defined as hindering the progress of a vehicle that is obviously going to overtake you on the track under green flag conditions.
    BLOCKING IS PROHIBITED UNTIL 10 laps to go.
    Any attempts that a driver feels were made against them, should be referred to the admins AFTER the race, and admins will have it reviewed.
    All incident(s), where admins believe a block was was performed and not within NASCOM guidelines will be given an incident point equal to a self spin with no car collected.

    [b]Intentional and/or perceived intentional wrecking:
    Blatant contact is an automatic EJECTION for that particular series and a one week suspension from all NASCOM events. Further contact may result in the driver to be removed from NASCOM. The individual driver and, if applicable, car owner will have a formal meeting with the administrator's prior to driver reentry to NASCOM sanctioned events.


    Lucky Dog Rule: is in effect until 10 laps to go.
    This is up to Admin Discretion. Admin may either ask you to pass the pacecar and then clear your black flag or may ask you to speed down pit road and observe EOLL penalty and then give your lap back manually. Please Refer to the admin during the drivers meeting on which way this rule will be observed.

    Lapped, Damaged or Slow Traffic:
    If a restart happens with 10 or less laps to go all lap down and damaged cars are REQUIRED to drive through pit road and to line up behind lead lap vehicles when lap down vehicles are allowed to pit (second time by) Any lead lap vehicle who pits after lead lap vechicles are allowed to pit, or pits after lap down vehicles have done a drive through forfiets his right to start with lead lap cars at front of pace line. At ALL Road Courses lapped cars are REQUIRED to drive through pits and start at the tail of the field as to not hinder lead lap drivers. Driver eligible for Lucky Dog lap will recieve said lap on restart.

    SECTION IV- CAUTION AND PIT ROAD PROCEDURES
    Racing Back:
    Racing back to the caution flag will ONLY occur inside 10 laps to go. ANYONE caught racing back to a caution before that time during the race will recieve an EOLL. Any driver who is found to have raced back to the caution during race review, he will be moved back in the final finishing order a number positions equal to the number of cars passed coming to the caution.
    When a caution comes out a driver will maintain a safe and consistent speed as not to cause bunching while coming to line behind pace vehicle.
    When a caution comes out, the car who is IN FRONT is there. If you are in the process of making a move and have not moved ahead of the car in front of you, fall back in line.

    Posting or Announcing Pit Stops:
    Please post all green flag pit stop intentions via hotkey AUTO CHAT the backstretch, this will ensure all drivers are aware of your intentions. This ensures the entire field is aware of your intentions. It is ok to alert drivers around you that there is a problem with your car. Other than that no chatting will be tolerated.
    Fake Pitting/Hot Pitting:
    If any wheels pass below the commitment cone separating the Racing Surface from the Apron you MUST PIT. If you merge back out on the track you will receive an EOLL Penalty. There is to be NO Hot Pitting at SuperSpeedways.
    Pit Lane Rules:
    While Entering and Exiting Pit Road, stay to the RIGHT LANE ONLY in single file line until you have reached your pit box(Under Yellow). Do not cut through other drivers pit boxes upon entering or exiting pit road. The middle lane on pit road is a transition lane to merge into your pit stall and/or into the outer lane. When exiting pit lane, ensure you utilize the F2 key to identify approaching vehicles. It is YOUR responsibility to safely merge and exit pit lane in an orderly manner. Maintain pit road speed while entering and exiting pit road. Be aware of pit road speed limits. Penalties for speeding on pit road are enforced by the game but excessive and/or dangerous maneuvers can result in additional penalties imposed by the administrators. That includes running down pit road during practice sessions at full speed.
    Race all drivers with the same respect that you want to receive.

    SECTION V- SUPER SPEEDWAY RULES FOR ALL SERIES
    Bump Drafting: No Bump drafting in the Turns and/or tri-oval areas.
    Passing Below the Yellow Line:
    Drivers racing at any track will not pass below the yellow line to advance a position. If you advance your position driving below the yellow line you will receive a BF penalty. NO EXCEPTIONS. For tracks without a yellow line it is permissable to pass on the apron. This will be discussed at every drivers meeting.

    SECTION VI- SERIES AND/OR SEASON TIE BREAKING RULE
    In the case two or more drivers finish the season in a tie, the number of wins during the season is used to break the tie. Successive tie breakers are the number of second-place finishes, third-place finishes and so on until the tie is broken.

    SECTION VII- Series Penalty System
    We will strive to keep All Penalties in game. We've found that is hurts a driver more when he/she loses finishing positions rather than having points taken away after. HOWEVER series admins may choose a point deduction as they see fit for violations not outlined in the general race rules.
    1st Violation you will be asked to speed down pit road and observe EOLL penalty.
    2nd Violation you will be asked to park you vehicle for the remainder of the race.


    SECTION VIII- DISCLAIMER
    This league reserves the right to remove any driver and/or group of drivers at any time for any reason.
    NASCOMonline is not responsible for participant's failure to understand the rules within. NASCOM Officials reserve the right to alter and/or change the rules at any time to create a better simulated racing experience. Any rules changed will go into effect at the next scheduled event for that series and will be posted in the forums.

    EFFECTIVE 3-1-10 There will be no HOT PITTING tolerated You will be at pit speed by the commitment cone or you will be black flagged by admin when you reenter the track. Also effective same date... At Superspeedways Speedways and most Shorttracks Driver must Exit the pits on the backstretch during all sessions except qualifying.If caught exiting pits before the backstretch you will immediately be ejected from the race. NO QUESTIONS ASKED
